[Qtparted-development] configure error: reiserfsprogs library (libreiserfs) not found

When I try to configure qtparted for compilation on an RH9 machine I get 
the error:
error: *** reiserfsprogs library (libreiserfs) not found

reiserfs-utils-3.6.4-5 I have installed from RH 9 ftp site and 
libreisrfs.la is not a part of the package.
It is extremely difficult to find the libreiserfs devel package so I 
want to know what is reiserfs anyway and if I need to have such a file 
system support on my machine.
