When a second file is opened in QPME and a subnet of the first file is already shown in a tab, then opening a subnet from this second file fails.

Required: Two models with a subnet stored in File A and File B
Steps to reproduce:
1) Open file A in QPE, open the editor for a subnet in file A.
2) Open file B in the same QPE instance.
3) Open a subnet in file B.

Behavior: QPE activates the editor for the already open subnet of file A.
Expected behavior: a tab is opened to edit the subnet of file B.

Bug is caused by duplicate model IDs in both files. Currently, model IDs are implicitly assumed to be globally unique. Therefore, "Save as" and model copies might cause problems with the subnet editors and incidence function editors.
