#18 UTM not working properly

I am using the following maps.txt:

UTM man_38.7800N_77.5300W_100000.png 100000 668 783 18
4297752.874 281188.872 428 160 4296197.387 281653.103
474 314

Center of map corresponds to 38.78N, 77.53W. However,
qpegps calculates the center of the map to be 51.48S,
76.58W.
