qpdf 12.3.1 still contained a bug, introduced in 12.3.0, to QPDFJob, specifically, mishandling repeated --password arguments. 12.3.2 addresses this issue. Additionally, after feedback, we decided to continue signing qpdf release with both GPG and Cosign for the foreseeable future, so current plans are not to drop the gpg signature with qpdf 13 as previously stated.
