no, it doesn't require mpls. but unfortunately, Makefile.in shipped with 
qosrns-0.2-pre1 assumes that mpls sources are there. if you are 
comfortable with editing Makefile.in yourself, you can remove references 
to mns. Anyway, i would be doing a new release tomorrow to take care of 
it.
