#1190 Media Library: webm/ffopus - Library Update on start

For the media library it would be nice to be able to refresh/update the library via cli or at least have an update on start option.

It would also be nice for it to not exclude valid files such as webm ffopus files. Searching for webm ffopus files despite being tagged correctly sees the media library ignore them so the only way to add them is though the Add File/Directory menus, dragging them into a playlist from a file manager or external add/enqueue functions.
