I have a shortcut in my Start Menu to run a program called PuTTY. I set the Shortcut->Run property to Maximized so that the program would take up the whole screen, rather than its usually small main window.

I dragged that shortcut to the HotKeys on-screen keyboard to add it to the P key. Now pressing Win+P starts PuTTY, but it's not maximized.
