#18 Root package in source tree does not have QJPro extension

Invalid Menu Extension (Path is invalid):
com.qasystems.qstudio.java.integration.eclipse.actions.InspectPackageFragmentRootAction

QJPro popup is available in sub packages but not in the
root package. There should be an implementation of
IPackageFragmentRoot. This is defined in the
plugin.xml, but not implemented.
