qico ignores subst lines.
bug found in 0.49.9, there is no this bug in 0.49.8.

I think this bug present only if there is no worktime in
node's nodelist string. Neither CM nor Txy. Then subst
doesn't work.

This will need to be checked to see if the issue is still present or was corrected in a version that was already released.
