#4 throttle transfer speed any time

It'd be nice to throttle upload and download transfer
speeds any time (i.e., in the middle of a transfer).
Azureus does that nicely.

Usage scenario:
User is transfering a 1GB video to or from archive.org
over a 256/256kbps DSL link. However, part way during
the transfer he needs some bandwidth to do something
else. However, the user doesn't want to completely stop
the transfer--just throttling it would be fine.
