#6 Check PPB in range 0/30

TournamentDirector may allow the export of records for games with an implicit bonus conversion that is not between 0 and 30.

That is:

(team score - (15 * powers + 10 * tossups - 5 * interrupts)) / (powers + tossups) should be between 0 and 30 (inclusive).

I think this is true even if overtime tossups are involved, but somebody should think about that issue before implementing this (nonetheless important) feature.
