Test Developer is for Visual Studio. But there's an open source alternative to VS.NET, SharpDevelop, as well as MonoDevelop.
It would be even cooler, in the spirit of open source, if the community can put together a plugin for and maybe even further integration of Test Developer and Test Builder with SharpDevelop and/or MonoDevelop.
