What license is the plug-in released under? I could not find any documentation around this. My apologies if I missed it somewhere.

The QA plugin is licensed with the same Apache license as used by the DITA Open Toolkit, which allows very liberal use with attribution.
The goal is to create a tool that is as customizable and unrestricted as possible.
I'll update the details in the project documentation later this week.
