"&" is the memoization operator (Q 7.1 and later; see the "Special 
Forms" chapter). "?" isn't actually used in the language, but is used as 
a kind of explicit "evaluate" command on the interpreter and debugger 
command lines (see the "Command Language" section in Appendix B). That 
doesn't collide with its potential use as an (operator) identifier, but 
as you rightfully noticed it wouldn't look great in ratios. ;-)
