Yes, looks like this indeed refers to "the Q we all know and love".

Unfortunately, it has since fallen down to position >=50 again. :( But 
it has some good company there: Clean, Erlang, Haskell, ... AFAICT, the 
only modern FPL under the first 50 is ML. Kinda depressing, isn't it?
