Well, under Linux I'd probably use opendx, or gnuplot (via octave). The 
latter might even work under Windows as well, I haven't tried that yet.

Do you have something specific in mind? If you have a C or C++ library 
which does the job, you could wrap it as a Q module using Q-SWIG.
