I'm not sure whose wording that is, but it's not particularly clear.
Pyzor is distributed in the sense that reports come from any location;
rather than being a centrally controlled definition, it's a
collaborative definition.

You're correct that the database mechanism itself is centralised.
(Although the pyzor client can check as many servers as you like, not
just one).
