#81 improve support for schemaLocation rewrites

The current OpenGIS schemas use absolute URI schemaLocations. The existing PyXB support for --schema-stripped-prefix is inadequate to permit generation of code from local mirror, since the stripped URI locations do not include local relativizers. Need to be able to rewrite prefixes of schemaLocation attribute values with a new value, not just remove them.
