trac/143: cleanup OpenGIS schema bundle

This commit just notes that the bundle will not be pre-populated in
distributions, and enhances the documentation on how to generate it.

Refresh opengis bundle

Reorder to decrease the number of modules that aren't explicitly named.
Reference the wssplat bundles for web service material now required by the
Sensor Web Enablement Service Model. Put ISO19139 in a versioned
subdirectory. Add GML 3.3, and later versions of some other schemas.
