trac/128: most lexical representations for reduced dates wrong

Rework to use strftime to format dates, with the format specifier corrected
and shared with the parser.

Commit also disables the tests for accessing excluded fields (e.g., year in
a gMonthDay instance) since the strftime approach at least requires access
to year.
