#106 add saml bundle

(Leaving this starred and in my mailbox for 16 months doesn't get the enhancement added.)

This patch for PyXB adds a SAML v2.0 bundle and update the plumbing needed to hook it into the builds (I hope I got all the places needed).

The bundle, as you'll see from the generation script, depends on the wssplat bundle for the xenc and dsig .wxs files.

Add a few more SAML schemas

The ones in urn:oasis:names:tc:SAML:2.0:ac:classes start to involve
xs:redefine which PyXB doesn't currently support.
