#105 nsgroup binding files collide

Although candidate binding files are scanned for the tags that ensure material belonging to a different binding is not overwritten, this fails for namespace group bindings, because the tag is not written soon enough: a new file with no content created for one group might be used for a second, unrelated group.

trac/105: nsgroup binding files collide

Due to delayed writes of the material incorporing the binding tag, the check
for collisions would fail to detect that the same file was being used for
distinct namespace groups. Fix by generating the binding tag immediately
upon creation of the binding instance.
