A quick (and dirty) solution could be a "shorten deformer" as
enclosed, which modifies the line path before decorating. However, in
case you want to always stroke two points connected by an arrow, it
really sounds like an appropriate task for a specialized graph style.

PS: To omit the stroking of some styles in the graph key, just create
a new subclass and overwrite the key_pt method by an empty method.
