The server is running by a commercial host in the US by the way.

Are you trying to checkout?=20
Did you try this:
%> svn co svn://svn.pywrapper.org:80/pywrapper/trunk pywrapper

Http is unfortunately not supported by this SVN, so make sure you use =
the svn protocol.
