#449 category.py adding @@ garbage characters to pages

The category.py bot is adding @@ garbage characters into articles seemingly at random. Here is an example diff:

It seems to do it when the last category on a page is deleted. This happens in userspace, article space, and everywhere else. I grepped the source code for @@ and found two occurrences of it in some interwiki code in wikipedia.py, where it is used as a "marker" or something. I'm not sure how it's ending up getting inserted in text. I'm unfamiliar with this section of the bot, so could someone who is familiar with it please take a look?

    It happened to me too using featured.py on a page beloging to a category that does not exist.
