[Pyunit-interest] New minor release: 1.3.1

There was a small bug in the JUnitTextTestRunner, which I'd left in PyUnit
for the benefit of those who might not like the new text output format. Thanks
to those who pointed out the bug.

The bug is fixed in the new release 1.3.1.

Also, Jim Fulton proposed a 'debug' method for TestCases and TestSuites
which allows running the tests from a debugger or the interactive Python
prompt without exceptions being automatically collected for later reporting;
this change is also in the new release.
