[PythonReports-users] Move up/down is not working for me

Hi,

I don't think it is my changes as the problem seems to be in:

DesignPlace.move_up_shape and DesignPlace.move_down_shape methods. 
Whatever item I select it never gets past the "if" statement in these 
methods.
