Hello.
Does anyone know if there are currently any live CD distros that include
all the necessary components (Python, wxPython, PythonCard) to do
PythonCard development using just a live CD and a USB flash drive for
storage?

As far as I can tell, no. I've just tried the two Live CDs [1] I've got
in my drawer and neither of them ships with wxPython and therefore won't
run PythonCard. I suspect that the size of wxPython (and wxWidgets)
doesn't lend itself to packaging on a general purpose Live CD.
If you're feeling brave then it may be possible to build your own Live
CD using morphix [2]. The web site says that they offer a reasonably
simple way of customising the contents of a Live CD from the Debian
package repository (which has all of the necessary bits and pieces to
run PythonCard).
