If you get the error from the Pythoncard sample, then I'm very surprised and wrong - please let us know all the version numbers (Python, wxPython, Pythoncard) and OS/version. If it is only this one app, then you need to find where in the app it is doing an import FCNTL and change all references to from FCNTL to fcntl.
