[Pythoncard-users] release 0.8 issues and to do list wiki page

This is extremely "raw" right now. Rowland and I needed some way of 
collaborating on possible issues and to do items as we think of them. 
We decided to do it as a wiki page to simplify other people adding 
their input.

The page isn't very pretty, there is little discussion text for each 
item so far and many items simply won't make any sense for 0.8 to 1.0, 
but it is better to get all the possibilities down.
