pan is not leaved always when Ctrl key is released...
this occurs expecially when a command is active

    how is panning supposed to work? CTRL+LeftClick & drag?

    I know that in some spacial case this could append .. may be restarting a new command could release the pan function.

    To use the pan command you need to press the central mouse button not any other key combination,
