#16 Snap dose not work with leyer

The snap functionality dose not work if we set current a leyer different from the top.
Exsample:
create a new layer
crate a circle in the new layer
Add e segment and try to snap the center of the circle .. it dose not work..

Now the snap functionality work on the active layer.
so it's possible to snap entity laying on the active layer.
