[python-sybase] Patch: Resurrect Sybase.Bulkcopy

I=B9ve just uploaded to sourceforge a patch to resurrect the high-level
Bulkcopy() functionality.  It=B9s working for me but I=B9ve not thoroughly
debugged all the corner cases (especially thread locking).  Docs have been
updated but I can=B9t regenerate the HTML.

thank you for your patch; I will review it, write some unitary tests and 
integrate it in a coming version.
