This is only for the build.

Even with setup.cfg as above you still have to set LD_LIBRARY_PATH or adjust 
/etc/ld.so.conf.

If invoking

ldd /usr/local/python/Python-2.1.3/lib/python2.1/site-packages/_ldap.so

seg faults your local system setup is really broken.
