Version V0.2.0 Bug

V0.2.0 has a bug in the build script which causes the Windows binary to
not use UTF-8, this is needed by the XML library and means new projects
are not correctly created and exceptions raised.

The fix for this will go into Version 0.3.0, Pythana will work if ran from source.

Apologies for issue,
