Under Win32, changing port parameters (baud rate,
parity, etc.) resets RTS and DTR state to the "default"
state of ON. This patch preserves the state of RTS and
DTR lines across calls that reconfigure other port
parameters. Now you can turn RTS off and then change
baud rate without RTS coming back on.
