[Pysdl-devel] Announce: pyPanda 0.4

Announcing pyPanda 0.4, with the following features:

 - an adorable icon (if I do say so myself).
 - a "Cam unavailable" feature that _actually works_
 - 35% more spaghetti code!

Incidently, if anyone is annoyed by these announcements, please let me
know, and I'll refrain.
