27OCT2002 gh (This change was actually part of the previous commit, but I
forgot to document it appropriately:)
Always set the displaysize field of cursor.description to -1.
PostgreSQL 7.3 doesn't provide this information any more and it's
pretty useless nowadays that we've mostly left line printers
beyond us.
