[Pypgsql-devel] installing pyPgSQL-2.4.win32-py2.1.exe

I'm sorry, I have some questions about pyPgSQL-2.4.win32-py2.1.exe installation process.
I have instaled Python2.3 and mxDateTime module, PostgreSQL 7.3 (using Cygwin) but when I try to install pyPgSQL using pyPgSQL-2.4.win32-py2.1.exe, the process stop in form :
select Phyton installation to use, and I can't enter installation directory.
Is there something wrong with my system setup?
