The dev-2_1 branch in CVS has already been moved to using SWIG 1.3.21.  
There is also a minor patch posted to the list a few weeks ago which 
allows for building on Gentoo, and I assume, Fedora Core 2 (though the 
person who reported the Fedora Core 2 failure never actually reported 
back on whether everything was working, the fact that they were getting 
to the point where WGL was missing on Linux suggests it worked) merely 
by skipping the SWIG generation step (as was originally intended in the 
code).

I'll take a look at the patches to see if there's anything I missed in 
the 1.3.21 conversion.
