I'll discuss how we want to handle these kinds of modules (i.e. ones under non BSD/MIT license) over on the dev list. It'll probably be distributed as an "add in tarball" (it currently builds from within the PyOpenGL tree). Not sure whether to distribute the actual module with the wrapper or let people download and use the latest version.
