#1 Adding some http error handling to PyOGCLib

Adding some error handling to PyOGCLib (diff to CVS from 20071208).
This is important as otherwise users of the library will not be able
to catch problems.

Added a FIXME in the code where more work needs to be done,
as two other tests from testWMSClient.py currently fail.
