Ideally, nothing would be installed in /Developer/ directly and 
everything should be in /Library/Developer/ [according to Apple].   
Unfortunately, PB is broken and won't find templates and specifications 
in /Library/Developer.

So -- the packaging now does as much as it can "correctly"....
