The specifications and templates have been moved back to /Developer due 
to a bug in PBX.

Specifically, PBX looks in /Network/Developer, /Developer, and 
~/Developer for the additional resources-- but fails to look in 
/Library/Developer (as it should).

So, for now, the PB Extras are in /Developer again.   That is truly 
unfortunate in that it means the developer will have to reinstall 
PyObjC after removing/upgrading the dev tools.

A bug has been filed at bugreport.apple.com.
