[Pyobjc-dev] Cocoa-Python Document-based Application template

I committed the Cocoa-Python Document-based Application template to the 
CVS repository.

I also fixed the problem with untitled files ALWAYS opening after I 
fixed the problem with them NEVER opening;   there is now an 
NSApplicationDelegate in AppKit's __init__.py.
