[Pyobjc-dev] pyobjc/Tools vs. pyobjc/Scripts

IMO Tools/mknibwrapper is obsolete now, but if we remove it the Tools dir is
empty apart from a README. It says:

  Reserved for PyObjC related tools"

However, Scripts/README says:

  Reserved for PyObjC related scripts (for 'end-users')

yet contains meta tools nevertheless. Shall I just clear out the Tools/ dir and
remove the "for end users" comment from Scripts/README?
