The order is determined by the Language settings in the  
"International" preference pane.  When none of the languages matches  
a .lproj folder in your .app folder the systems searches directly in  
the Resources folder.  The actual mechanism is described in Apple's  
documentation somewhere (I don't have a handy reference).
