The website doesn't reflect reality, I'm afraid. PyObjC is _bundled_ with Leopard, so if you haven't installed any other Python you should be able to just import objc or Foundation and things should work as expected. Development still goes on, from the commits I've seen Ronald is aiming to have full test coverage of all the major frameworks for 10.5. I think 10.4 support is somewhere there, but I'm not sure. I've no idea about Python 3.0, but I would expect it to be far away for now.
