If you want to use PyObjC to build plugins to Cocoa applications that you don't have source code, you can do that by building as Bundle instead of as App using py2app. If the application plugin format isn't specified, you'll have to do some reverse engineering, but it isn't terribly difficult, given the right tools. If the application isn't designed to take plugins, but you want to add a plugin anyway, I recommend you use SIMBL for that.
