#19 Spam forwarding without an account

The honeypot idea was great. Here is another idea for
corporate users. Provide a way for any user to forward
spam - but without keeping a dictionary or quarantine.
The forwarded spam would be added to the screeners
dictionary and appended to a quarantine. The
quarantine allows the screener to verify the
submissions and undo them if needed. These
forward_only accounts would need a signature database,
but no dictionary or quarantine.

Another idea: tag screened messages and put signature in
screeners account. Enhance tags to record the screener.
When a user forwards spam, the tag allows the proper
screener dictionary to be updated.
